The Arkansas County Arts Festival is held in Stuttgart, Arkansas County, Arkansas, every September. The festival was founded by artist, A.P. "Pete" Finken. The festival helps support local Arkansas artists by showcasing their works to the public. A native of Arkansas County who retired to Texas, author Belle McFall Barnett signs her book "From Knee High to So High" while talking with Judge Joseph Morrison. Judge Morrison of Stuttgart wrote "Pure Water From Old Wells," a series of interpretations of the 10 Commandments.
